From the article: "He said the NSA began building its data collection system to spy on Americans prior to 9/11, and then used the terrorist attacks that occurred that year as the excuse to launch the data collection project."
Its nice to see one of them admit it, but the only thing that surprises me about this is that one of them is admitting it. Will there ever be an end to the softer/kinder 1984-style tyranny that now sits astride almost the entire planet? Most of the pockets of the planet not fully under their influence (Russia, China, Iran, Venezuela) sport the old-school hard tyranny. The softer/kinder tyranny distracts the masses with the propaganda/entertainment complex and with the complex slandering and demonizing any independent voice that begins to gain momentum.
Its only with thru eye of faith that I see an alternative to the status quo powers-that-be maintaining that status indefinitely: "Hallelujah, for the Lord our God the Almighty, reigns". Of course, I didn't see any way out from under the Microsoft Evil Empire in the tech-world either, so perhaps I just don't have enough imagination.
