The Pastor puts the sign of the cross in ashes on one's forehead and says "Remember that you are dust and to dust you will return".
The ash reminds us that we are doomed to die. The cross reminds us that we have a Savior who rose from the dead and that we can share His eternal life.
There is strong evidence that Jesus actually rose from the dead. That changes everything.
